December 16, 2015

Call to Order

Chairman Buchheit called the meeting to order at 2:00 p.m.

Introductions

The group went around the room, with each person giving a brief introduction.

Public Comments

There were no public comments.

Adoption of Agenda

The agenda of the December 16, 2015 Board of Directors Meeting was unanimously approved for adoption upon motion made by Mr. Meyer and seconded by Mr. Rediger.

Minutes

The minutes of the November 18, 2015 Board of Directors Meeting were unanimously approved upon motion made by Mr. Meyer and seconded by Mr. Mogelnicki.

Communications from the Chairman

There were no communications from the Chairman.

New/Unfinished Business

Chairman Buchheit opened the public hearing on the 2016-2040 Metropolitan Transportation Plan (MTP) and the FY 2016-2019 Transportation Improvement Program (TIP). Mr. Mehner expressed his appreciation to the Board for giving the public the opportunity to speak at a hearing on these very important documents. He stated both documents look good. There being no other appearances to speak, Chairman Buchheit closed the public hearing. Mr. Shrimplin stated the Technical Planning Committee (TPC) has been working on both documents over the past year and there are some outstanding comments that still need to be addressed. He added that the TPC is tentatively scheduled to recommend adoption of both documents at its January 6, 2016 meeting. Mrs. Tracy stated she will be coordinating with Mike Latuszek on issuing a combined set of comments on the documents.

Other Communications

Mr. Herbst stated Cape Girardeau County was recently awarded $200,000 in funding from the Delta Regional Authority for improvements to County Roads 346 and 347. The County is in the process of applying for a Community Development Block Grant (CDBG) to obtain additional funding.

Mr. Mogelnicki stated the CGCTA is raising funds to acquire eight (8) new vehicles. The funds, estimated at $80,000, are needed to match federal dollars.

Mr. Okenfuss stated the Fixing America’s Surface Transportation Act (FAST Act) was recently signed into law. He gave an overview of the financial outlays in the five-year law. He also indicated that several members of the Missouri General Assembly have pre-filed bills proposing to increase the state’s motor fuel tax. In response to a question, he also explained MoDOT’s “Road to Tomorrow” initiative.

Upon motion made by Mr. Meyer, seconded by Mr. Mogelnicki, the meeting was adjourned unanimously at 2:15 p.m.
