MEETING MINUTES

February 17, 2015

Osage Centre – Cape Girardeau

Technical Planning Committee Members Present:

Mr. Tom Mogelnicki, Cape Girardeau County Transit Authority

Call to Order

Chairman Bollinger called the meeting to order at 11:00 a.m.

Introductions

The group went around the room, with each person giving a brief introduction.

Public Comments

There were no public comments.

Adoption of Agenda

The agenda of the February 17, 2015 Technical Planning Committee Meeting was unanimously approved for adoption upon motion made by Mr. Mogelnicki and seconded by Mr. Christian.

Communications from the Chairman

There were no communications from the Chairman.

New/Unfinished Business

Mr. Shrimplin presented a proposed amendment to the FY 2015 Unified Planning Work Program (UPWP).  The City of Cape Girardeau was recently awarded funding through the Traffic Engineering Assistance Program (TEAP) to conduct a parking analysis for congested corridors in the downtown.  The parking analysis is considered a transportation study and therefore must be included in the UPWP.  The proposed amendment adds the parking analysis as a programmed activity and creates a new line item in the budget.  Mr. Mogelnicki made a motion to approve release of the proposed amendment to the FY 2015 Unified Planning Work Program for public comment.  Mr. Mehner seconded the motion.  The motion passed unanimously.

Other Communications

Mr. Shrimplin stated the next steps for the Metropolitan Transportation Plan (MTP) are to review and comment on the first three chapters of the draft and discuss vision and goals.

Adjournment

Upon motion made by Mr. Mehner and seconded by Mr. Mogelnicki, the Committee unanimously voted to adjourn the meeting at 11:08 a.m.
