MEETING MINUTES 

April 1, 2015

Call to Order

Chairman Bollinger called the meeting to order at 11:00 a.m.

The group went around the room, with each person giving a brief introduction.

Public Comments

There were no public comments.

Adoption of Agenda

The agenda of the April 1, 2015 Technical Planning Committee Meeting was unanimously approved for adoption upon motion made by Mr. Phillips and seconded by Mr. Mehner.

Approval of Minutes

The minutes of the March 11, 2015 Technical Planning Committee Meeting were unanimously approved upon motion made by Mr. Mogelnicki and seconded by Mr. Phillips.

Communications from the Chairman

There were no communications from the Chairman.

New/Unfinished Business

Mr. Shrimplin presented the first draft of the FY 2016 Unified Planning Work Program (UPWP).  He indicated the document is very similar to the current UPWP, but minor changes have been made, such as adding a more detailed schedule for the Metropolitan Transportation Plan (MTP) and the Transportation Improvement Program (TIP).  In addition, the SEMPO funding sources table has been updated to include estimates of the Missouri and Illinois funds for FFY 2016.  The local match amounts will remain the same.  The remaining tables are yet to be completed.  A second draft will be presented at the next meeting for review and release for public comment.

Mr. Christian presented the draft goals and objectives for the MTP.  The group generally found the goals and objectives to be acceptable, but agreed they should be prioritized.  Mr. Shrimplin asked the group to be prepared to discuss prioritization at the next meeting.  Mr. Christian indicated the SEMO RPC staff is reviewing the data compiled by Steve Duke for use in forecasting travel demand. He requested copies of any existing or pending plans that will involve or affect transportation in the region over the next 25 years.

Mr. Christian stated he made an Administrative Modification to the interim TIP to reflect a minor change in scope for a project for the CGCTA.  The description for project number CTA-15-05 was changed from “Fleet vehicle replacement” to “Fleet vehicle replacement and other transit amenities”. He mentioned the interim TIP will need to be amended soon to include the City of Jackson’s Transportation Alternatives Program (TAP) project (Hubble Creek Recreation Trail Project Phase Two).

Other Communications

Mr. Shrimplin stated the results of the interactive public meetings on the City of Cape Girardeau’s Transportation Trust Fund 5 projects revealed strong support for general projects such as sidewalks, street lights, and street repairs. Such projects provide for maintenance, repair and enhancement of existing streets as opposed to constructing new streets. The City Council must now determine which projects will be included on the official list as part of the tax issue on the August, 2015 ballot.

Mr. Okenfuss reinforced the urgency in finding a solution to Missouri’s transportation crisis.  He indicated that by 2018, if no action is taken, Missouri will be unable to match $400 million in federal funds.

Mr. Okenfuss announced MoDOT will hold a public hearing on the roundabout to be constructed at the intersection of US-61 and Main Street in Jackson.  The hearing is scheduled for Thursday, April 9, 2015 from 4:00 to 7:00 p.m. in the Missouri Room of Jackson’s City Hall.

Mr. Killian announced MoDOT has a new interim director, Roberta Broeker, who will assume the duties on May 1, 2015 when current director Dave Nichols retires.

Upon motion made by Mr. Mogelnicki and seconded by Mr. Mehner, the Committee unanimously voted to adjourn the meeting at 12:05 p.m.
