MEETING MINUTES

September 7, 2016

Call to Order

Chairman Payne called the meeting to order at 11:00 a.m.

Introductions

The group went around the room, with each person giving a brief introduction.

Public Comments

There were no public comments.

Adoption of Agenda

The agenda of the September 7, 2016 Technical Planning Committee Meeting was unanimously approved for adoption upon motion made by Mrs. Watson and seconded by Mr. Mehner.

Approval of Minutes

The minutes of the August 3, 2016 Technical Planning Committee Meeting were unanimously approved upon motion made by Mr. Mehner and seconded by Mrs. Watson.

Communications from the Chairman

There were no communications from the Chairman.

New/Unfinished Business

Mr. Shrimplin presented the final draft of Public Participation Plan (PPP) amendment.  He stated a public comment period was held in accordance with the PPP.  In addition, the Board held a public hearing on August 17, 2016.  No comments were received.  Mr. Eskew made a motion to recommend approval of the Public Participation Plan amendment.  Mr. Mehner seconded the motion.  The motion passed unanimously.

Member Reports

Mr. Shrimplin reported the Cape Girardeau City Council accepted the improvements for the Kingsway sidewalk and Riverwalk Trail projects.  In addition, the Independence/Gordonville roundabout project is underway.  The intersection will be closed in early October and remain closed for 60 days.

Mrs. Watson mentioned the CTA has started a new fiscal year.

Mr. Bollinger stated the US-61/East Main Street roundabout project is ahead of schedule, with three of the four legs opening next week.  He added that the City of Jackson’s two trail projects and the asphalt overlay and sealing program are also underway.

Mr. Mehner announced that the City of Cape Girardeau and Midamerica Hotels Corporation will be submitting an application for a Transportation Development District (TDD) for the extension of Veterans Memorial Drive through the Midamerica Hotels property at Center Junction, including a traffic signal if warranted.

Mr. Okenfuss reported on several MoDOT projects underway, including the US-61/East Main Street roundabout, repairs to the Bill Emerson Memorial Bridge, repairs to the damaged bridge at Exit 93, and the environmental study for the Chester Bridge.

Mr. Killian stated one hundred and one Missouri Moves applications were submitted, with a total of $71 million in funds requested.  Local contributions ranged from 50% to 93% of total project cost.  The projects have been scored by the MoDOT districts, which will be presented to the cost share committee on September 27, 2016.  Projects selected to receive funding will be announced in early fall.

Mrs. Auala announced that Transportation Alternatives Program (TAP) applications are now being accepted.  The application deadline is November 1, 2016.  The TPC will be asked to rate the projects submitted for the SEMPO planning area at its November 2, 2016 meeting.

Mr. Latuszek announced he has accepted another position within the FHWA’s Missouri Division.  Starting in September, 2016, he will begin his duties as Program and Management Analyst/Right of Way Program Manager.  Information regarding his replacement will be shared with SEMPO as it becomes available.

Mr. Loy reported the Cape Girardeau City Council authorized the contract for the Runway 10 lighting project, which should be approved by September 19, 2016.

Other Business and Communications

Mr. Shrimplin stated he will be attending a conference on October 5, 2016 and will not be able to attend the TPC meeting scheduled for that day.  The Committee agreed to reschedule the meeting for October 12, 2016 at 11:00 a.m. at the Osage Centre.

Adjournment

Upon motion made by Mr. Loy and seconded by Mrs. Watson, the Committee voted unanimously to adjourn the meeting at 11:30 a.m.
