MEETING MINUTES 

October 12, 2016

Call to Order

Chairman Payne called the meeting to order at 11:00 a.m.

Introductions

The group went around the room, with each person giving a brief introduction.

Public Comments

There were no public comments.

Adoption of Agenda

The agenda of the October 12, 2016 Technical Planning Committee Meeting was unanimously approved for adoption upon motion made by Mr. Mehner and seconded by Mrs. Watson.

Approval of Minutes

The minutes of the September 7, 2016 Technical Planning Committee Meeting were unanimously approved upon motion made by Mr. Mehner and seconded by Mr. Christian.

Communications from the Chairman

There were no communications from the Chairman.

New/Unfinished Business

Mr. Shrimplin stated the City of Cape Girardeau will be submitting two applications for the Transportation Alternatives Program (TAP): the Cape Rock Drive Sidewalk – Kingshighway to Perryville Road Project and the Independence Street Sidewalk – Gordonville Road/East Rodney Drive to Cape LaCroix Trail Project. The City submitted Missouri Moves applications for these same two projects back in July.  The scope of work and total cost has not changed for either project.  Mr. Mehner made a motion to recommend the Board of Directors pass a resolution of support for each TAP application.  Mrs. Watson seconded the motion.  The motion passed unanimously.

Mr. Shrimplin presented an amendment to the FY 2017 Unified Planning Work Program (UPWP). The amendment adds the City of Jackson’s Traffic Engineering Assistance Program (TEAP) project for the East Main Street Intersection Evaluations.  The funds will be used to conduct traffic studies at two key intersections on East Main Street.  Mr. Killian indicated MoDOT will announce the project selections soon.

Member Reports

Mr. McElroy reported that the Independence/Gordonville roundabout project is underway. The intersection was closed in early October and is not expected to re-open until December.

Mr. Eskew informed the Committee that the Scott City Council voted to not participate in the I-55 overpass project.

Mrs. Watson mentioned Tom Mogelnicki appeared at a recent Cape Girardeau City Council meeting to propose a change in the bus fare for fixed route service.

Mr. Christian stated the SEMO RPC has started work on a greenway master plan for the City of Perryville.

Mr. Killian gave a reminder that the application deadline for the Transportation Alternatives Program (TAP) is November 1, 2016. The TPC will be asked to rate the projects submitted for the SEMPO planning area at its November 2, 2016 meeting.  Also, the TPC will need to update its annual needs list for the 2018-2022 Statewide Transportation Improvement Program (STIP).  Lastly, the MoDOT manager for the Mile Marker 93 scoping project will attend a future TPC meeting to discuss the project.

Mr. Payne asked for more information on the closure of I-55 the morning of October 14, 2016. Mr. Mehner indicated the lanes in both directions will be closed from 2:00-4:00 a.m. for work Ameren is performing as part of its distribution system upgrades.  The detour route is to be determined.

Mrs. Voss announced MoDOT’s Statewide Planning Partner Meeting will be held on March 7, 2017.

Other Business and Communications

Mr. Shrimplin reported that he, Mr. Christian, and Mr. Killian attended the Statewide Planning Conference held October 5-7, 2016 in Springfield. Sponsored by the Missouri Chapter of the American Planning Association, the conference featured several transportation-related sessions.

Mr. Shrimplin also read a press release for the Jackson roundabout ribbon-cutting, to be held October 21, 2016 at 10:00 a.m.

The Committee discussed how to prepare for the additional traffic expected for next year’s total eclipse (August 21, 2017 at 1:20 p.m.).

Adjournment

Upon motion made by Mr. Christian and seconded by Mr. Eskew, the Committee voted unanimously to adjourn the meeting at 11:45 a.m.
