Call to Order

Chairman Bollinger called the meeting to order at 11:00 a.m.

The group went around the room, with each person giving a brief introduction.

Public Comments

There were no public comments.

Adoption of Agenda

The agenda of the October 4, 2017 Technical Planning Committee (TPC) Meeting was unanimously approved for adoption upon motion made by Mr. Payne and seconded by Mr. Mehner.

Approval of Minutes

The minutes of the September 6, 2017 Technical Planning Committee (TPC) Meeting were unanimously approved upon motion made by Mr. McElroy and seconded by Mr. Payne.

Communications from the Chairman

There were no communications from the Chairman.

New/Unfinished Business

  • FY 2016-2019 TIP Amendment No. 5 – Motion to release for public comment

Mr. Christian distributed a corrected version of FY 2016-2019 Transportation Improvement Program (TIP) Amendment No. 5.  He explained that the dollar amount and the description have been adjusted to reflect the current cost of the MO-177 project ($2,733,000).  Construction is programmed to take place in 2018 and 2019.  A motion was made by Mr. Mehner and seconded by Mr. Payne to release FY 2016-2019 TIP Amendment No. 5 for public comment, which passed unanimously.

  • Performance Measures – Safety Targets – Discussion

Ms. Green reviewed the federal requirements for setting and reporting performance measure targets for safety.  She explained that SEMPO may either support the targets established by MoDOT or establish its own customized targets.  The TPC decided that the traffic data for the SEMPO planning area should be reviewed before making a decision.  Ms. Green will provide the data at the next meeting.

Member Reports

Mr. McElroy reported that the trail being installed as part of the City of Cape Girardeau’s Bloomfield Road Phase V project is underway.  The Lexington Avenue Improvements project is

also underway. The contractor is currently installing guardrails on the South Sprigg Street Bridge as well as striping.  The City has awarded a contract to CFS Engineers for design of the Big Bend Road/Sloan Creek replacement bridge near the Isle Casino.

Mr. Bollinger reported that the traffic signal at East Main Street and Oak Hill Road will be designed over the winter. The City of Jackson has issued an RFP for design of the East Main Street and Shawnee Avenue intersection improvements.  The Concrete Street Repair, Asphalt Overlay, and Joint Sealing projects are underway. The City will be opening bids in mid-October for diamond grinding of West Main Street.  The replacement pedestrian bridge over Hubble Creek is also underway.

Mr. Payne reported that Cape Girardeau County has replaced its last wooden bridge and that the roads serving the Capital Sand Company facility will receive an asphalt overlay by the end of the year.

Mr. Mehner reported that the SEMO Port Authority was recently awarded $1.6 million in grant funds from the Delta Regional Authority.

Mr. Christian reported that the SEMP RPC has prioritized unpaved and paved roads in Perry County.  The process heavily utilized GIS.  Mr. Shrimplin asked for an update on SEMPO’s Public Transit – Human Services Transportation Coordination Plan.  Mr. Christian stated that the RPC will be scheduling public meetings and releasing a public survey soon.  The plan will provide a list of projects and programs so that the transit providers may obtain funding.  Mr. Payne suggested that the SEMO RPC and the transit providers in the region develop a program for centralized funding and dispatching.  Mr. Christian noted that such a program exists in other regions.  One particular entity obtained grant funding to hire a full time dispatch coordinator.  This particular entity even coordinated the dispatching of church buses.

Mr. Perry reported that the Bootheel RPC is also working on its Public Transit – Human Services Transportation Coordination Plan.  Additionally, staff has been participating in grant training.

Mr. Okenfuss provided information about the Buckle Up, Phone Down campaign that will be launched on October 20, 2017.  MoDOT’s goal is to inform and educate Missouri drivers and challenge them to incorporate these and other safety measures into their driving habits.  He encouraged cities to consider adopting a cell phone policy if they do not already have one.

Mr. Brandon reported that the MoDOT Southeast District is reviewing SEMPO’s project/needs list and has begun preparing its portion of the STIP 2019-2023.

Ms. Voss reported that Ben Reeser has accepted another position within MoDOT and that Jerica Holtsclaw has been hired as the new Planning and Programming Coordinator.

Staff Report

Ms. Green reported on the Regional Bicycle and Pedestrian Plan. The Study Oversight Team (SOT) has reviewed the proposed routes and provided feedback to Lochmueller, who will now begin preparing a draft plan.  Mr. Shrimplin stated that the City of Cape Girardeau is using some of the proposed route graphics in its informational materials for the upcoming Parks, Recreation and Stormwater tax renewal initiative.

Mr. Shrimplin reported that he is preparing a draft Request for Proposals (RFP) for the TIP tool software and maintenance.  The Technology Subcommittee will review the draft and make any necessary edits, after which it will be submitted to Ms. Tracy and Ms. Voss for review and discussion.
