Call to Order

Chairman Buchheit called the meeting to order at 2:00 p.m.

Introductions

The group went around the room, with each person giving a brief introduction.

Public Comments

There were no public comments.

Adoption of Agenda

The agenda of the July 20, 2016 Board of Directors Meeting was unanimously approved for adoption upon motion made by Mr. Rediger and seconded by Mr. Phillips.

Approval of Minutes

The minutes of the June 15, 2016 Board of Directors Meeting were unanimously approved upon motion made by Mr. Roach and seconded by Mr. Rediger.

Communications from the Chairman

Chairman Buchheit announced that Cape Girardeau County will be submitting an application for the Missouri Moves Cost Share Program.  Funds will be requested for the improvements to County Roads 346 and 347.  The project is located outside of the SEMPO planning area.  The SEMO RPC will provide a letter of support to be included with the application.

New/Unfinished Business

Chairman Buchheit announced that the City of Jackson, the City of Cape Girardeau, and the SEMO Port will be submitting applications for the Missouri Moves Cost Share Program.  Since their projects are inside the SEMPO planning area, each sponsor is seeking a resolution and a letter of support from SEMPO.

Mr. Roach gave a presentation on the City of Jackson’s East Jackson Boulevard Roadway Lighting Project.  Chairman Buchheit presented RESOLUTION NO. 2016-06, A Resolution expressing support of a Missouri Moves Cost Share Program application by the City of Jackson for the East Jackson Boulevard Roadway Lighting Project.  Mr. Rediger made a motion to approve RESOLUTION NO. 2016-06.  Mr. Phillips seconded the motion. The motion passed unanimously.

Mrs. Brunke gave a presentation on the City of Cape Girardeau’s Cape Rock Drive Sidewalk – Kingshighway to Perryville Road Project.  Chairman Buchheit presented RESOLUTION NO. 2016-07, A Resolution expressing support of a Missouri Moves Cost Share Program application by the City of Cape Girardeau for the Cape Rock Drive Sidewalk – Kingshighway to Perryville Road Project.  Mr. Roach made a motion to approve RESOLUTION NO. 2016-07.  Mr. Phillips seconded the motion. The motion passed unanimously.

Mrs. Brunke gave a presentation on the City of Cape Girardeau’s Independence Street Sidewalk – Gordonville Road/East Rodney Drive to Cape LaCroix Trail Project.  Chairman Buchheit presented RESOLUTION NO. 2016-08, A Resolution expressing support of a Missouri Moves Cost Share Program application by the City of Cape Girardeau for the Independence Street Sidewalk – Gordonville Road/East Rodney Drive to Cape LaCroix Trail Project.  Mr. Phillips made a motion to approve RESOLUTION NO. 2016-08.  Mr. Roach seconded the motion. The motion passed unanimously.

Mrs. Brink gave a presentation on the Southeast Missouri Regional Port Authority’s River Road 2017 Project.  Chairman Buchheit presented RESOLUTION NO. 2016-09, A Resolution expressing support of a Missouri Moves Cost Share Program application by the Southeast Missouri Regional Port Authority for the River Road 2017 Project.  Mr. Rediger made a motion to approve RESOLUTION NO. 2016-09.  Mr. Phillips seconded the motion. The motion passed unanimously.

Mr. Shrimplin stated the Technical Planning Committee (TPC) released the Public Participation Plan (PPP) amendment for public comment.  The public comment period closes August 22, 2016.  Mr. Phillips made a motion to set a public hearing on the PPP amendment for August 17, 2016 at 2:00 p.m.  Mr. Roach seconded the motion.  The motion passed unanimously.

Member Reports

Mr. Rediger reported on several projects underway in the City of Cape Girardeau, including Veterans Memorial Drive Phase 5, the Independence Street/Gordonville Road/East Rodney Drive roundabout, the neighborhood street repair program, Bloomfield Road Phase 5, the South Sprigg Street Bridge, and the floodwall drain replacement/railroad track relocation.

Mr. Roach reported on several projects underway in the City of Jackson, including the US-61/East Main Street roundabout, the concrete street repair program, the asphalt overlay program, water and sewer projects, and the MoDOT sidewalk project on East Jackson Boulevard.

Mr. Payne stated Cape Girardeau County hopes to use Missouri Moves Cost Share Program funds to supplement the funding already secured from the Delta Regional Authority for the improvements to County Roads 346 and 347.  He added that Capital Sand Company has agreed to a per-ton charge to help cover costs as well.

Mr. Phillips indicated that Cape Special Road District is doing routine patch work and replacing the County Road 651 bridge.

Mr. Mogelnicki mentioned the Federal Transit Administration (FTA) will be conducting a triennial review of the CTA and SEMO University to ensure the required policies and procedures are in place.

Mrs. Mangels stated the Governor has withheld funding for the new speech clinic, so SEMO University will move forward with the project using its own funds.  She also stated the University is making some route changes in downtown Cape Girardeau in cooperation with the City.

Mrs. Brink provided a summary of the funding status for various SEMO Port projects.

Chairman Buchheit gave an overview of the Missouri Moves Cost Share Program applications in the SEMO RPC planning area.

Mr. Okenfuss reported that the Governor vetoed legislation for truck platooning.

Mr. Killian stated the deadline for the Missouri Moves Cost Share Program is July 29, 2016, with project awards announced in September, 2016.  The deadline for the Transportation Alternatives Program (TAP) is November 1, 2016, with project awards announced on January 2, 2017.  Mr. Killian also distributed copies of the approved 2017-2021 Statewide Transportation Improvement Program (STIP) for MoDOT’s Southeast District.

Mr. Jones reported that the IDOT budget was approved for one year, which will fund operations and construction.
