Request For Proposals (RFP) - Transit System Planning
The Southeast Metropolitan Planning Organization (SEMPO) is soliciting proposals from qualified consulting firms to conduct a Transit Planning Study for the Cape Girardeau County Transit Authority. The study will evaluate the feasibility of extending fixed-route service to two priority employment areas currently not served: the Nash Road Corridor and the City of Jackson, Missouri.
The selected consultant will analyze transit demand, develop service alternatives, estimate costs, and provide recommendations for implementation. The project is funded in part through federal transportation planning funds and is subject to all applicable federal requirements.

Request for Qualifications – Multimodal Freight Study
The Southeast Metropolitan Planning Organization (SEMPO), in coordination with the Southeast Missouri Regional Planning Commission (SEMO RPC), is soliciting proposals from qualified consulting firms to conduct a Multimodal Freight Study for the Cape Girardeau–Jackson metropolitan area. The Study will analyze existing and projected freight flows across all modes of transportation, identify infrastructure needs and system constraints, and recommend strategies to improve freight efficiency, safety, and economic competitiveness.
The selected firm will work under the oversight of SEMO RPC, which will manage project administration and coordination on behalf of SEMPO. Firms with demonstrated expertise in multimodal freight planning, data analysis, stakeholder engagement, and economic impact assessment are encouraged to submit proposals.
