The City of Cape Girardeau, on behalf of the Southeast Metropolitan Planning Organization (SEMPO), is requesting Statements of Qualifications (SOQs) from qualified consulting firms interested in providing professional services related to regional transportation planning.

The City intends to establish a pool of qualified consultants to provide services supporting SEMPO’s continuous, cooperative, and comprehensive (3-C) transportation planning process. Potential services include transportation studies and modeling, data collection and analysis, multimodal planning, public outreach, grant administration, preparation of SEMPO planning documents, and other transportation planning activities. Selected firms will enter into a General Services Agreement (GSA) with the City, with individual projects subsequently authorized through Task Orders.

Statements of Qualifications are due by 4:00 p.m. on Friday, October 23, 2026. Questions regarding the solicitation must be submitted in writing no later than Friday, October 16, 2026.
