Call to Order
Chairman Bollinger called the meeting to order at 11:00 a.m.

The group went around the room, with each person giving a brief introduction.
Public Comments
There were no public comments.
Adoption of Agenda
The agenda of the July 1, 2015 Technical Planning Committee Meeting was unanimously approved for adoption upon motion made by Mr. Phillips and seconded by Mr. Christian.
Approval of Minutes
The minutes of the June 3, 2015 Technical Planning Committee Meeting were unanimously approved upon motion made by Mr. Phillips and seconded by Mrs. Auala.
Communications from the Chairman
There were no communications from the Chairman.
New/Unfinished Business
Mr. Christian presented the latest draft of the Metropolitan Transportation Plan (MTP). He indicated that several comments have been received, which will be addressed in the draft presented at the next meeting. He stated that a team consisting of he and Mr. Bollinger, Ms. Hood and Mr. Shrimplin met to begin forecasting travel demand using three scenarios (no growth/baseline, low growth, and moderate growth). Assumptions were established for each scenario. The team then identified areas where major development is likely to occur by 2040, and assigned land uses to them for each scenario. The SEMO RPC staff will use that information, along with historical traffic count data, to project traffic volumes. The team will then analyze the projected volumes and identify areas where capacity is exceeded or is close to being exceeded. The results will then be shared with the TPC, which will develop a list of recommended projects for the MTP. He and Mr. Shrimplin will also meet with representatives of the other modes (port, airport, and transit) to obtain their forecasts and recommended projects.
Mr. Christian presented the latest draft of the FY 2016-2019 Transportation Improvement Program (TIP). He stated a narrative section has been added to precede the project list and financial summary tables. He asked if a TIP certification is required. Mrs. Voss responded that self-certification is required every four years, which is usually done concurrent with the TIP, but it is a separate action.
Other Communications
Mr. Shrimplin stated the Board of Directors adopted the FY 2016 Unified Planning Work Program (UPWP) on June 17, 2015. Also, the Missouri Highways and Transportation Commission (MHTC) and the City of Cape Girardeau have executed the Transportation Planning Consolidated Grant Agreement for FY 2016. The City will soon execute a new Intergovernmental Services Agreement with SEMO RPC to continue with data acquisition and maintenance as well as preparation of the MTP and the TIP.

Upon motion made by Mr. Christian and seconded by Phillips, the Committee unanimously voted to adjourn the meeting at 11:30 a.m.
