MEETING MINUTES 

August 3, 2016

Technical Planning Committee Members Present:

Call to Order

Chairman Payne called the meeting to order at 11:00 a.m.

Introductions

The group went around the room, with each person giving a brief introduction.

Public Comments

There were no public comments.

Adoption of Agenda

The agenda of the August 3, 2016 Technical Planning Committee Meeting was unanimously approved for adoption upon motion made by Mr. Christian and seconded by Mr. Killian.

Approval of Minutes

The minutes of the July 6, 2016 Technical Planning Committee Meeting were unanimously approved upon motion made by Mr. Christian and seconded by Mr. Loy.

Communications from the Chairman

There were no communications from the Chairman.

New/Unfinished Business

Mr. Christian presented the final draft of FY 2016-2019 TIP Amendment No. 2.  Mr. Shrimplin stated a public comment period was held in accordance with the Public Participation Plan (PPP), and no comments were received.  Mr. Blalock made a motion to recommend approval of FY 2016-2019 TIP Amendment No. 2 to the Board of Directors.  Mr. Loy seconded the motion.  The motion passed unanimously.

Member Reports

Mr. Shrimplin stated the City of Cape Girardeau’s Independence/Gordonville roundabout project is underway.  He also stated the City submitted its Missouri Moves applications by the deadline.

Ms. Glaus mentioned that SEMO University classes begin on August 22, 2016, and the University has changed its shuttle routes and stops with cooperation from the City of Cape Girardeau.  She expressed her gratitude to the City.

Mr. Christian stated the SEMO RPC Transportation Advisory Committee (TAC) is preparing for the upcoming Transportation Alternatives Program (TAP) cycle.  He also mentioned that he attended a safety coalition meeting in Sikeston.

Mr. Mehner reported that MidAmerica Hotels is looking into requesting a Transportation Development District (TDD) to construct a portion of Veterans Memorial Drive on its property at Center Junction.

Mr. Killian discussed the Missouri Moves applications submitted within the MoDOT Southeast District.  Ten (10) total applications were submitted, four (4) of which were within SEMPO’s planning area.  The selection process will be highly competitive.  One-third (1/3) of the funds have been set aside for multi-modal projects.  MoDOT is starting the review process and expects to award funds in mid to late September.  Sponsors have three (3) months from the notice of award to have an agreement executed.

Mrs. Auala discussed the TAP.  She stated applications will be available starting September 1, 2016 and the application deadline is November 1, 2016.  She asked if SEMPO wishes to rate each application within its planning area.  The Committee responded affirmatively.  Mrs. Auala also announced that MoDOT did terminate the Small Urban Surface Transportation Program (STP) for Small Cities, the On-System Bridge Replacement and Rehabilitation Program for Large Cities, and the On-System Bridge Replacement and Rehabilitation Program for Small Cities programs.

Mr. Okenfuss announced that pavement repairs at Center Junction will begin on August 8, 2016 and continue until August 13, 2016.

Mr. Jones stated the Illinois Transportation Enhancement Program (ITEP) selection process is underway, and that there will be a planning conference in the Quad Cities October 6-7, 2016.

Upon motion made by Mr. Eskew and seconded by Mr. Loy, the Committee voted unanimously to adjourn the meeting at 11:30 a.m.
